Preheat oven to 375°F. Spray 8 muffin cups with vegetable oil cooking spray. Press thawed tots into 8 muffin cups, 4 tots per cup, creating a tot cup. Bake for 20 minutes.
In a medium size bowl, whisk eggs with milk and cream. Stir in thawed spinach, mixed vegetables, cheese, chives, salt and pepper.
Spoon egg mixture into cooked tot cups and bake for 20 minutes until quiche is puffed and edges are golden brown. Allow quiches to cool 5 minutes before removing from muffin cups. Serve with lightly buttered Valley Selections* Baby Blend, a garden salad or fresh fruit.
